  1. The 1st time he was attempted to be charged his work knew of this and did nothing. They figured a loophole for the case bc the couple was apparently on vacation out of state so the venue was moved to out of state. She never followed up with charges in that said state. I am her friend and have been waiting since they met for this to finally be confronted and him held to the flame for his actions...So his 1st chief should have been doing his job and fired and arrested him then instead of finding a loophole for Powell. I hope this shed light for all you people who say inncocent before proven guilty. Now he isnt a cop but yet a fat loser wo let his family and city down..>Im ashamed to even be governed by this police department after covering up for Powell...I hope the judge doesnt throw anything out and makes an example out of him

  2. All past incidents between the offender and victim took place outside the City of Temple while the offender was not employed with Temple PD. A previous employer may haveknown about one incident, but if they did they failed to disclose this to Temple PD employment Background Investigators. When the Temple PD Chief and Major were made aware of the current situation they met with the victim and SHE disclosed information about their past history which, most of,was never reported to Law Enforcement. After obtaining this information the Temple Chief and Major immediately advised the victim to pursue charges against Powell, as she had stated she did not want to do this in the beginning. Temple PD Chief and Major also recommended Powell be terminated immediately due to infomation Powell disclosed while they were investigating this incident (which occurred outside the city). This was long before Powell was ever charged or this story made the news. Temple PD never did ANYTHING in an attempt to "cover this up" and if not for Temple PD Powell would not be charged, as the incident took place in Carroll S/O jurisdiction and the S/O filed a report and advised warrant procedures to victim. Temple PD recommended the victim file charges due to information they obtained while investigating incidents disclused by victim , all which took place long before Powell was employed with Temple PD.
